Job Description:
We are seeking an experienced Department Manager for Strategic Planning to lead critical infrastructure and urban development initiatives. The ideal candidate will be responsible for:
Key Responsibilities:
- Develop and implement comprehensive five-year strategic project portfolios
- Manage project registration and stage-gate process
- Lead national and regional master planning efforts
- Review and approve capital investment plans
- Prioritise and align projects with strategic key performance indicators
- Coordinate with governmental departments and external stakeholders
- Develop capital expenditure plans for specialised programs
- Support cross-departmental strategic planning and coordination
- Assess organisational capabilities and recommend strategic workforce improvements
- Integrate geospatial data into centralised database platforms
- Develop knowledge transfer and on-the-job learning programs
- Bachelor's or Master's in Engineering or Urban Planning from an accredited Western university
- Minimum 20 years experience in national/international development initiatives
- Proven track record of engaging with utility providers and stakeholders
- Expert-level expertise in:
- Extensive international work experience (Middle East experience preferred)
- Strong cultural understanding of regional project environments

My client are seeking an experienced Senior Project Engineer to join them in Qatar, focusing on offshore asset decommissioning projects.
Role Overview:
Lead comprehensive project management services for offshore asset decommissioning, overseeing all phases from project inception and definition through to removal, disassembly, and materials disposal. You'll ensure projects are completed safely, on time, within budget, and according to specifications.
Key Responsibilities:
• Lead project teams in executing offshore decommissioning projects
• Develop and implement Project Execution and QHSE Plans
• Oversee planning, cost control, budgeting, and contract administration
• Coordinate multidisciplinary engineering teams and contractors
• Prepare tender packages and participate in evaluation processes
• Manage risk registers and mitigation strategies
• Interface with operations teams, government authorities, and stakeholders
• Process variation orders and contractor claims

Requirements:

Our Malaysian based Oil & Gas client is looking for an experienced Asset Integrity Engineer to join them on a permanent basis at their HQ in Kuala Lumpur.
Applicants must have the following:
- Experience in asset integrity management methods and techniques including RBI assessment, corrosion control and mitigation, integrity inspection, advanced and specialized NDT, fitness-for-service analysis, root cause failure analysis/investigation, written scheme of examination, turnaround/shutdown inspection scope implementation, and structures integrity inspection performance review and management.
- Professional engineering certification, and / or working knowledge with international codes, standards, recommended practice such as ASME VIII, ASME B31.3, ASME PCC 2, API RP 2SIM, API RP 510, API RP 570, API 598, API 579, API RP 583, API RP 571, and any other professional certification related to Integrity Inspection is an added advantage.
- Minimum of 5 years diversified & practical experience in oil and gas industry, of which more than 3 years’ experience as an Asset Integrity Engineer.
- Mechanical Engineering, Material Science degree or equivalent, preferably with Honours.
This position may require some trips offshore therefore candidates must be fit to work offshore in either Sabah or Sarawak for any asset integrity activities.
