CBU Senior Project Manager - Infrastructure & Utilities
Multiple Locations in Saudi Arabia (Riyadh, Jeddah, Madinah, Dammam, Abha, Qassim)
About the client:
They are a leading international construction consulting firm providing program and project management services worldwide.
Position Overview:
My client are seeking an experienced Senior Project Manager to lead and oversee large-scale infrastructure and utilities projects across Saudi Arabia. This role offers the opportunity to work on transformative projects that are shaping the future of the Kingdom's infrastructure.
Key Responsibilities:
- Plan, organise, and manage complex infrastructure projects from inception to completion
- Lead project teams and provide mentorship to team members
- Coordinate with stakeholders to define project requirements and develop comprehensive project plans
- Monitor project budgets, resources, and schedules
- Track project milestones and deliverables
- Implement and manage project EDMS (Electronic Document Management System)
- Ensure compliance with relevant regulations and standards
- Identify and manage project risks, developing contingency plans as needed
- Provide regular updates to senior management on project status
- Drive continuous improvement in project management processes
- Implement zero-accident philosophy and ensure HSE compliance
- Coordinate with government entities and utility providers
Required Qualifications:
- Bachelor's Degree in Engineering
- 20+ years of experience in large-scale infrastructure projects
- Proven track record in construction management of utilities infrastructure
- Experience in implementing project controls, environment management, health and safety protocols, and quality assurance
- Strong background in contract management
- Experience working with government entities and utility providers
- Demonstrated ability in capacity building and talent development
- Excellent verbal and written communication skills
- International experience required (Saudi Arabia experience preferred)
Work Schedule: 5 days/48 hours per week

I've a number of openings for Project Managers who will be based in the PMO office of the end client undertaking a range of projects in their portfolio. The positions will be based in the Middle East on a residential contract for the duration of five years.
Key Responsibilities:
Oversee PMO processes and ensure compliance with client requirements
Manage all aspects of construction project execution, including budgets, timelines and quality control.
Lead stakeholder engagement and capacity management for successful project delivery
Implement best practices and support talent development within the team
Qualifications:
Bachelor's Degree in Engineering
20 years + experience
Strong track record in managing projects with a national/government stakeholder involved
Expertise in site engineering, project controls, EHS, and contract management

Refinery Project
I've an opportunity for a Document Controller to be based in London supporting the construction of a Refinery in North Africa. The position will be based between the contractor and client offices, with the execution of the project in the early stages. The Refinery will have a capacity of 30,000 bblpd of crude per day, producing various conventional refined products. Start date available ASAP with an expected project duration of 3+ years.
Requirements:
5+ years experience in Document Control
Previous Oil and Gas construction experience with a major preference for Refinery and other Downstream Projects.
Must be commutable to Central London
Must have own Right to Work in the UK

Key Responsibilities
1. Structural Design & Analysis
- Lead engineering and design of offshore structures (jackets and topsides)
- Perform structural analysis using industry-standard tools
- Optimise layout and configuration of steel frameworks
2. Jacket Engineering
- Design and analyse offshore jackets
- Ensure stability, weight, and load distribution requirements are met
- Coordinate with installation teams for optimisation
3. Topside Structural Design
- Engineer structural layouts for topside facilities
- Collaborate with other disciplines for integrated design
- Ensure ease of maintenance and safety compliance
4. Material Selection & Specifications
- Define appropriate materials for offshore structures
- Prepare detailed material specifications
5. Environmental Load Calculations
- Perform calculations for wind, wave, and seismic impacts
- Use advanced modelling techniques for simulations
- Ensure compliance with international design codes
6. Interdisciplinary Coordination
- Work with other engineering disciplines
- Participate in design reviews
- Coordinate with installation teams
7. Offshore Installation Support
- Provide technical support during installation
- Conduct on-site inspections
8. Review & Modification
- Review and revise structural designs
- Perform clash detection and interface analysis
9. Documentation & Reporting
- Prepare engineering documentation and reports
- Maintain organized records
10. Compliance & Standards
- Adhere to industry standards and best practices
- Incorporate safety features into designs
- Ensure environmental and safety regulation compliance
Requirements
- Bachelor's degree in Civil or Structural Engineering
- 5+ years experience in offshore platform structural design
- Proficiency in structural analysis software
- Knowledge of offshore design codes and standards
- Strong teamwork and communication skills
Preferred Qualifications
- Experience with offshore projects in the Middle East
- EPC or EPCI project experience
- Familiarity with corrosion-resistant alloys for offshore applications

- Qualifications / Experience Required
- Minimum of 10 years' experience in the upstream Oil & Gas industry.
- Experiences with operational agreements for instance Power purchase agreement, Land Sublease Agreement, water supply agreement, common facilities agreement, Sulphur Sale Agreement, Right of Ways, Pipeline Crossing Agreement, Construction and Tie-In Agreement (CTIA), Land Use Agreement (LUA) etc.
- Strong teamwork, communications, and leadership skills.
- University degree (or similar qualification) in Engineering, or related fields of study.
- Experiences with major oil and gas projects.
- Experiences in negotiating oil and gas contracts.
- Fluent in oral & written English.
- Familiarity with the Malaysian upstream oil & gas industry.
