Education Qualifications/Professional Certifications:

• Five (5) year experience in an offshore oil & gas environment preferably on a FPSO and 2 year experience gained in the capacity of Engine Room Operator.
• Relevant operating experience on an offshore facility and detailed knowledge of utilities, tanker operations and maintenance
• Experience in the operation and maintenance of utilities/engine room equipment/auxiliaries.
• Experience with Safety Management System and Computerized Maintenance Management System.

- Deliver Instrumentation & Control engineering activities across all project phases, including concept definition, studies, FEED, detailed design, construction, and commissioning.
- Conduct in-house site surveys and technical assessments to support project development and execution.
- Prepare, review, and approve I&C engineering designs, drawings, calculations, and technical deliverables.
- Ensure technical assurance practices, engineering standards, environmental requirements, and HSE policies are fully embedded in all I&C work scopes.

- Plan and coordinate the activities of multi-disciplinary engineering teams to ensure timely and high-quality delivery of engineering services.
- Develop and review clear, comprehensive multi-disciplinary work scopes for projects and engineering studies.
- Monitor and manage engineering schedules for in-house activities and contribute to FEED and EPIC contractor schedules.
- Review and approve method statements prepared by contractors to ensure compliance with approved scopes and standards.
- Liaise with contractors and external organisations to resolve technical and interface issues.
- Participate in technical bid evaluations to confirm scope compliance and technical adequacy.
- Review and evaluate contract changes and variations to approved guidelines and practices.
- Provide technical support during construction and commissioning to resolve instrumentation and control-related issues.
- Support the ongoing development of technical competency within the engineering team and contribute to structured training initiatives.
- Bachelor’s degree in Instrumentation & Electronics Engineering or Electrical & Electronics Engineering.
- Chartered Engineer or Professional Engineer status (or working towards) is preferred.
- Minimum 10 years’ post-graduate experience, with at least 6 years in the Oil & Gas or Energy industry.
- Proven experience delivering I&C engineering across multiple project phases in a multi-project environment.
- Strong background in the design, review, and approval of instrumentation and control systems.
- Solid knowledge of instrumentation and control engineering standards and international codes.
- Experience managing technical quality, cost, and schedule within complex engineering projects.
- Ability to assess and approve technical deliverables produced by internal teams and external contractors.
- Strong problem-solving capability and ability to resolve complex technical challenges.
- Excellent communication and presentation skills with fluency in English.

- Prepare cost variance analyses and provide detailed cost information for senior management and steering committee reviews.
- Support annual budget preparation and budget revisions, including justification of variances.
- Create release orders (ROs) and service entry sheets (SES) in SAP to support contractor invoicing and payment processing.
- Review, assess, and endorse contractor invoices and claims in line with contract terms and cost evaluations.
- Support project commercial close-out activities, including final accounts, asset capitalisation schedules, and close-out reporting.
- Contribute to the development and standardisation of cost estimation methodologies, procedures, and work instructions.
- Maintain and update cost databases, historical project data, bid benchmarks, and market pricing information.
- Interface regularly with suppliers, vendors, contractors, and internal stakeholders to maintain up-to-date market intelligence.
- Bachelor’s degree in Engineering, preferably Civil Engineering.
- Professional certification such as AACE Certified Estimating Professional (CEP), Certified Cost Engineer (CCE), or equivalent is highly desirable.
- Minimum 10 years’ hands-on experience in cost engineering and estimation.
- At least 5 years’ experience focused on civil and infrastructure projects.
- Proven experience delivering cost estimates for studies, FEED, EPIC, and stage-gate approvals.
- Strong background in claims assessment, negotiations, and dispute resolution.
- Experience in tendering processes, contracting strategies, and technical/commercial bid evaluation.
- High level of proficiency in cost estimation software, SAP, and MS Office applications.
- Strong analytical skills with the ability to assess cost risk, contingency, and forecast accuracy.
- Familiarity with international project controls and cost engineering best practices.

- Welding and painting inspection certifications from recognised bodies such as AWS, CSWIP, or TWI.
- Professional affiliation with recognised quality organisations (e.g. CQI, ASQ) is desirable.
- Minimum 15 years’ experience in the Oil & Gas industry with internationally recognised EPIC contractors or end-user organisations.
- Proven experience across pipelines and process plant projects.
- Hands-on involvement in all phases of Engineering, Procurement, Inspection, and Construction (EPIC) projects.
- Demonstrated experience leading or heading QA/QC functions on major projects.
- Strong working knowledge of international codes and standards including ASME, ASTM, NACE, AWS, API, BS, and ISO.
- Sound expertise in welding, NDT, materials, corrosion, and special processes.
- Experience with manufacturing inspection, certification processes, and QA/QC best practices.
- Strong leadership, communication, and stakeholder management skills.
