Our client operates a large fleet of gas carriers. For their regional office in Manila, Philippines we are now seeking Learning & Development Manager – Deck. This position requires experience as Master Mariner gained on ethylene carrier. This is a residential position offering family status.
Tasks & Responsibilities
a. Maintains regular contact and reports on an indirect line to an Assigned Marine Assurance team / Technical Team Manager from Singapore HQ to co-ordinate and plan all Training activities.
b. Responsible for all Shore Training team processes, focusing on driving efficient operations and continual review and improvement.
c. Responsible for all Shore Training related software, hardware, and Training facilities towards ensuring a conducive and facilitative environment.
d. Responsible for all Shore Training processes for Data assimilation, uploading into company’s Software for record keeping, analyzing training data trends, generating all Company required reports.
e. Responsible for liaising and developing all Shore Training Software with the respective Software vendors.
f. Ensures that all deployed crew are in compliance with Training Matrix (Statutory and Company Requirements)
g. In charge of keeping the Company’s Training Matrix updated to comply to all regulations and Company’s requirement in liaison with Singapore HQ Marine Assurance team.
h. Audit manning / training partners to ensure compliance with company specified training requirements.
i. Ensure standardization of Training Programs and Processes in different countries or Training institutes.
j. Carry out regular reviews of courses conducted for content and training effectiveness.
k. Ensures effective delivery of training courses to seafarers in an efficient means possible.
l. Prepare, plan and execute new training courses related to Engineering aspects, Safety, Environment, Quality, SIRE/CDI vetting, Risk Assessments and any other relevant topics to enhance the Company’s technical performance by getting inputs from the Technical / SHEQ team and data mining 3rd party inspection reports.
m. If required by Principals carry out to company specified standards, independent Vessel Inspection or Compliance Audits and/or impart Engineering related Training onboard ships.
n. Coordinates with the Purchasing department in the accreditation and evaluation of training providers.
o. Monitors and analyses evaluation/feedback on training providers and coordinate with responsible person on proper action to take if any.
p. Acts as audit team leader of Training Centres.
a. Develop, establish, and implement a career development scheme for seafarers that is equitable across all ranks that ensures competence in rank.
b. Evaluate Score@ booklets to ensure effective learning towards improved competency
c. Carry out Promotional interviews to gauge suitability for promotion.
d. In charge of all Training Programs, including Enrichment programs like Secondment programs.
a. Brief Officers passing through the office on functional requirements of the IMS, Company Safety Standards, New Company requirements / Circulars, Vetting preparation / findings / past performance and other Company and industry expectations.
b. Debrief Officers as part of a Disembarkation procedure, review and discuss Ship Managers appraisal reports with the Officer, identify Training gaps and assign Training courses for
Motivate Officers towards continually striving to improve their hard and soft skillsets, and career progression.
Crew Recruitment Assessment
a. Perform and conduct technical assessment of new applicants
b. Assess Training needs of new applicants, provide Training to cover gaps identified during the Assessment process prior deployment.
c. Provide approval for applicant who successfully pass the technical assessment once assessed to be technically competence.
a. Develops, implements and monitors company’s cadetship program in coordination with Crewing Services Department.
b. Facilitate training program to develop cadet pool
c. Participates in the selection of cadets from various Maritime schools.
d. Monitor and evaluate performance of cadet and assess his competence towards his promotion.
e. Endorse newly promoted cadets to Fleet Planning
a. Responsible for proposing Annual Training Budgets, driving efficient budgeting, continual monitoring, and reporting on the total Training spend.
b. Develop effective cost control processes related to training activities.
c. Ensures that proper verification and approvals are conducted related to training costs.
a. Rotate as part of the 24/7 emergency and crises response in line with ESM’s emergency response procedures.
b. Ensuring implementation of procedures in an emergency.
• Licensed Master Mariner, with at least 2 years of sea service in rank gained on ethylene carriers
• Bachelor’s/College Degree, Post Graduate Diploma / Master’s Degree, Maritime Studies or equivalent
• Experienced in the field of ship management, particularly marine HR and crewing operations.
• Relevant management and leadership experience
• Experience in financial processes and managing a budget.
• Managerial, coaching skills and leadership experience.
• Experience in Shipnet, Eyeshare, PALe3 will be an advantage
