Due to an increase in workload our client is looking to recruit a Proposals Manager to be based in Qatar.
The successful applicant will have very good commercial awareness and will be capable of taking responsibility to follow proposals and bids from first stages to contract award.
You must be capable of putting together an organogram for proposal teams and estimate man hours for the proposal phase. This will include disciplines such as engineering, procurement, estimating etc. You will also be able to deliver the bid proposal within budget and be capable of presenting to senior management.
Salary is open to negotiation.

B&C Clerk of Works - Airfield

Our Client is a leading global engineering, construction and services company supporting the energy, petrochemicals, government services ... and civil infrastructure sectors. Due to an increase in work, our client has an urgent requirement for an experienced Clerk of Works with airfield experience.
The position will be based in Afghanistan to conduct building and civil engineering services.
You will be responsible to the Project Manager for his daily activities relating to B&CE; construction Airside Operations and Commissioning activities.
Qualifications and Experience
• Qualified to at least HND level in building and/or civil engineering. Several years experience in B&CE; works with knowledge of, and ability to work to UK standards and regulations. The ability to work in a military operational environment will be an advantage.
• Having carried out CPD training covering Inspection of NATO airfields and damage classification systems.
• Experienced in the specific safety requirements of working on Air Surfaces of an operational Airport.
• Experienced in the repair and construction of Air Operating Surfaces.
• Experienced in the use and operation of Air Surfaces rapid repair expedients.
Duties and Responsibilities
• Investigate Client’s requirements and develop, in consultation with the Client, an agreed statement of requirement for any engineering works.
• Conduct on-site surveys to determine planning and programming criteria and constraints. Working in cooperation with site sub-contracts, project controls and logistic staff, ensure efficient and effective use of directly employed labour.
• Supervision and control of building and civil works services within budget. Produce pre-tender health and safety plans. Prepare and agree final measures.
• Planning and programming of building and civil engineering construction, fit out and commissioning. Develop detailed bills of materials, works programmes and cost estimates.
• Planning and Programming of Operation and Maintenance functions with particular regard to maintaining warrantee status for all areas.
• Supervision and direction of tradesmen.
• Responsible for the Safety Health and welfare of all personnel within his functional area.
• Advise and assist construction supervisory staff in planning and managing the execution of the work.
• Any related duties as requested by the Project Manager.

Job Purpose
• Auxiliary systems Lead level person to support engineering, procurement, and construction activities.
• Oversight of Auxiliary Systems scope, enforce project-wide requirements & integration/operability across facilities.
• Actively involved in all aspects of Auxiliary Systems issues for IIP and sub-project (Mine & Refinery, Smelter, & Roll Mill).
• Review IIP and sub-project designs to verify compliance to HCIS, RC, NFPA, and project regulations and standards.
• Security Systems area of expertise: Applies an extensive knowledge of engineering and design principles and practices in areas related to Physical Security Video Surveillance, Physical Security Access Control, Intrusion Detection, Physical Barriers & Perimeter Security, Command Centres, Security Lighting, Crime Prevention Through Environmental Design (CPTED), & Telecommunications.
• Candidate must be capable of new security system analysis and design; assessment and integration of existing security systems.
• System skills includes facility security analysis and application of security principles, large system (enterprise) physical security design, development of specifications, computer networking architecture and design, camera design calculations, computer aided design (CAD), site surveys, client planning sessions and meetings.
Candidate Requirements
• Degree qualified or equivalent work experience.
• Discipline Lead Engineer experience
• Minimum 10-15 years experience in the design and implementation of security systems as described above.
• Excellent problem resolution and troubleshooting skills.
• Strong organizational skills, judgment and flexibility.
• Excellent interpersonal and communication skills, both written and verbal.
• Leadership skills / team player.
The following additional qualifications are desirable, but optional:
• Proficient in 2D AutoCAD and/or Microstation.
• Intergraph SmartPlant 3D experience is desirable.
